Kenya Semi-Arid Livestock Enhancement Support (K-SALES) Project
Terms of Reference
Market Study of Financial Services for Livestock Enterprises in Machakos, Makueni and Kitui Counties
A. Introduction
Kenya Semi-Arid Livestock Enhancement Support (K-SALES) project is implemented by Land O’Lakes in six counties namely: Machakos, Kitui, Makueni, Taita Taveta, Meru and Tharaka Nithi. 
The project seeks to increase productivity and expand trade in the livestock and meat value chain (including by-products), with specific focus on cattle, sheep and goats.

Among other interventions, the project facilitates increased access to financial services for the value chain players for increased investment in improved agricultural technologies, livestock processing and trade. 
This will involve a close collaboration between financial institutions and livestock enterprises to overcome barriers that hinder access to financial services. 
In particular, K-SALES facilitates access to financial services by improving the creditworthiness of livestock producers, business service producers, livestock traders and processors-through capacity building initiatives. 
K-SALES aims to link over 50,000 livestock producers and others to financial institutions for increased agricultural productivity and expanded trade.
In furthering the above, K-SALES is working on joint initiative with selected financial service providers to facilitate access to finance by enterprises within the livestock/meat value chains. 
The initiative seeks to provide products and services tailored to the market needs within Machakos, Makueni and Kitui Counties.
B. Objectives
K- K-SALES seeks to engage an individual consultant to conduct a rapid study of the financial services market for livestock/meat value chain enterprises within Machakos, Makueni and Kitui Counties. 
The study will focus on both supply and demand perspectives in order to inform the packaging of appropriate financial services and delivery channels by partner financial institutions in the counties.

C. Scope of Work
The consultant shall work under the supervision of the K-SALES Project Deputy Chief of Party. 
His/her specific tasks shall include the following;
a) Assessment of the financial service demand side (across the livestock/meat value chain):
  1. A summary of baseline data on livestock numbers, households engaged in livestock production for meat, animal health service providers, agro-vet outlets, livestock traders and processors within the 3 counties.
  2. The demand for financial services and products.
  3. Levels of access to financial services and products.
b) Drivers and barriers to financial access to existing products and services
c) Assessment of the supply side (across the livestock/meat value chain):
  1. Financial service providers, both formal and informal
  2. Channels of financial product distribution, both formal and informal
  3. Financial products provided, both formal and informal, in terms of;
  • Cost
  • How to Access
  • Loan security arrangements
  • Targeted segments of the livestock/meat value chain
D. Qualification and Experience
  1. Strong experience in market studies and knowledge of financial service sector in Kenya.
  2. Familiarity with Machakos, Makueni and Kitui Counties is highly desirable.
  3. The consultant must be ready to begin the work by May 2, 2016 and complete within 30 days
